   - Minor changes to support ICL-4150 RTU operator interface.

New Features/Changes:
   - Changed "LCD Backlight" to "Display Power Save" to be more universal (ICL-
     4150 has a display option, but it is an LED, nod LCD).
   - The AO display decimal place is now settable (ICL-4150 display shows AO's).
   - The factory default configuration file now contains tag names that are more
     suited for the ICL-4150 display. The default scaling for AO's was changed
     to mA instead of percent.

Fixed Problems:
   - Fixed divide by zero error that has seemed to have gotten worse lately.
     The faster the computer, the more likely it was to happen. In calibrating
     The Delay timer function the elapsed time would sometimes be 0 causing the
     error. Programmed this loop to a very large value to work well on both
     older and newer (faster) machines.
